Elementary Handbook

Mission Statement
Paul Rumburg Elementary is a positive, safe environment in which each student
is provided the opportunities to attain knowledge, skills and attitudes
necessary to become life-long learners.

Absences
Please call the elementary school office at 784-1314 between 8:00 and 9:30 am when your child is absent or tardy. Your cooperation is appreciated!
State Law requires that a note explaining a child's absence be given to the teacher upon the child's return. Also, please send a note to your child's teacher when your child is tardy. We appreciate your efforts to keep us informed. Please feel free to call the school at any time if you have any concerns, questions, or comments.

Leaving School Early
We believe that school is a critically important part of a child's day, but if you must pick up your child before regular dismissal time, we ask that the following dismissal procedure be observed:

  • Please make your request in writing to the teacher.
  • Your child will be dismissed through the office where you will pick him or her up.
  • Please sign your child out at the front desk.

This procedure exists to protect the security and safety of our students and to avoid having them leave school without the knowledge of the legal guardian.

Personal Items
Unless the teacher has authorized in writing, personal items such as toys, games, balls, walk-mans, video games, collections or radios may not be brought to school. Such items will be collected by staff members and returned at the end of the school day. The school assumes no responsibility for lost or damage to personal items brought to school.

Lost and Found
Parents are requested to mark their child's first and last name on the inside of all lunch boxes, backpacks, jackets, and articles of clothing they may bring to school. A lost and found bin is located on the first floor of the elementary building near room 155. Unclaimed items will periodically be donated to charity.

Student Apparel
Since clothing and appearance contribute to the atmosphere in the classroom, we feel that it is important that staff and students dress in a manner that promotes productive behavior and learning. Appearance and attire should be clean, healthy, safe and within the bounds of decency. Students whose dress or appearance is disruptive to the education process or is a health or safety concern will be asked to change their clothing before taking part in school activities. Some examples of clothing that would not be appropriate for school are: spaghetti straps, excessively baggy (or sagging) pants, or clothing that promotes alcohol, drugs, or tobacco products.

For health and playground safety reasons, we recommend that students wear sturdy shoes and socks to school.

Arrival
Classes begin at 8:30 a.m. For those students who walk or ride to school with parents, we ask that they arrive at school no earilier than 8:00 a.m.

Dismissal
Classes are dismissed at 3:05 p.m. If you are picking up your child, please park in the north parking lot behind the basketball court, and meet your child on the sidewalk by the bus lane. The teachers will walk their classes to the bus and children being picked up will be released to their parents in this area.

General Guidelines for Students:

Assemblies- When attending assemblies, students will enter, attend, and exit in an acceptable manner.

Cafeteria- Students will enter and exit the cafeteria politely and safely, leaving the eating area clean.

Halls- When in the halls, students will conduct themselves in a safe, orderly, and respectful manner.

Playground- The students at Paul Rumburg will participate in playground activities by conducting themselves in a sportsmanlike, safe, and fun manner.

Restrooms- When in the restrooms, students will behave in a manner which shows respect for one another and restroom facilities.

Accidents - If your child is injured at school, we will make him/her comfortable and then call you immediately if a serious injury has occured. If you cannot be reached, we will attempt to contact the emergency number that you listed on your child's student information card. If neither can be contacted, we will have the school nurse determine whether further medical attention will be needed and act accordingly.

Medication - By state law, only oral medicaitons may be administered at school. Students who need medication administered at school, regardless if prescribed or over-the-counter (Tylenol, etc.), must have a permission form signed by both the doctor and parent/guardian and left in the office in the original container.

Ill Children -If your child becomes ill at school, we will contact you immediately. If we connot reach you, we will use the emergency contact information you have provided. We can not keep ill children at school.

Common Medical Conditions Affecting Children - Most likely, at some point in your child's life in the elementary school setting, you'll find that she/he acquires one of the following: Chicken Pox (infectious, rash resembling blisters); Conjuntivitis/Pink Eye(infectious, eye appears red, itches, and may water); Impetigo (infectious, rash of small blisters usually near mouth or nose); Scabies (infectious mite bite, bumpy rash on body, severe itching); and finally Lice (non-disease causing condition, nits or eggs on hair shafts close to the head). Many of us assume that lice happens only to those who aren't personally clean, don't wear clean clothes, or don't practice personal hygiene. This is incorrect! Kids enjoy wearing others' clothes/hats, hanging coats on top of others, walking arm-in-arm down the halls, and in general, being social beings. This 'sharing/caring' can pass these creatures (lice) along. Your job, as parents includes checking for lice or a regular basis. Please contact our nurse if you have questions.

In Case of Emergency - Emergency Card: It is very important that the school be kept informed at all times of a student's current address, home telephone number, and emergency telephone numbers. If your child becomes ill or injured at school, he or she will be given emergency first aid treatment, and you will be notified. In the event that your child is seriously injured, we will call an ambulance and notify you as soon as possible. Please be sure that the information on this card is up-to-date and correct.

School Visitation/Volunteers - Parents and guardians are encouraged to visit school to observe and assist in classes. Your child's teacher may have special activities to which parents are invited. Please refer to your regular classroom newsletter for times and dates. The school is always working to increase the number of volunteers at school. Before you come to school:

  • Please contact the teacher to let him/her know you are coming.
  • Stop by the office to sign in before going to the room.
  • Do not bring children with you when visiting.

For security reasons during school hours all visitors are requested to sign in at the office upon entry into the school and sign out prior to leaving the building. If visitors to the campus are invited for a particular meeting or event on campus during the day, they do not need to sign in at the office upon arrival.

Student Computer Usage-Technology in schools is used to support instruction and to enhance the teaching and learning process. Computer networks allow people to interact with many other forms of technology. Our local network connects our students, staff and administration with each other internally within the school district. The INTERNET allows people to interact externally with thousands of other networks and computers.

Policy demands that all technology usage be conducted in a responsible, efficient, ethical and legal manner. Failure to adhere to this expectation and the guidelines associated with technology usage will result in the revocation of technology access privileges.
Acceptable technology uses include:

  1. To gather information and research for instructional assignments.
  2. To send and receive appropriate electronic mail.
  3. To explore and access additional appropriate technology systems.

Unacceptable technology uses include:

  1. Usage of profanity, obscenity, or other language that may be deemed offensive to other users.
  2. Access to inappropriate or pornographic web sites.
  3. Forwarding personal communication without the author's prior consent.
  4. Copying commercial software/information in violation of copyright laws.
  5. Using the network for financial gain, for commercial activity or for any illegal activity.
  6. Downloading from the INTERNET to the hard drive or installing home software without prior approval from appropriate instructors.
  7. Changing displays, sounds, etc. from original settings without prior approval from classroom teacher.
  8. Sharing a personal computer access password with others.
  9. Physical or electronic theft of technological hardware/software.
  10. Damaging or otherwise causing hardware to be inoperable.

In order for your child to be provided access to the Internet at school, an Acceptable Use Agreement form must be completed, signed and returned to the teacher.

Bus Rules - It is of the utmost importance that students use their best behavior when riding on school buses. Our drivers are trained to manage students and drive on sometimes treacherous roads. Information regarding the appropriate behavior expectations are on the website, please review this with your child. If you have concerns or questions, please contact the bus driver or the main office. The bus garage phone number is 784-0402. If your child has a change in his/her normal bus route, please send a note with your child to school in the morning.

School Breakfast/Lunch - Breakfast is served from 8:00 a.m. to 8:25 a.m. Students eating breakfast should go directly to the lunchroom as soon as they arrive at school. The price is $1.20 for full price and $.30 for reduced price. Free meals are available for eligible families.

Lunches are $1.70 for K-6 students and $.40 for reduced price lunch. Milk is included with meals. Additional milk is available for purchase at $.20 each. Milk and lunch tickets may be purchased from the elementary office before school. Tickets are sold in groups of ten. A free and reduced price lunch program is available for those families on limited incomes. Please contact the elementary office for details. State law does not allow us to let students charge meals.

If you choose to pack a lunch for your child, please include nutritional foods. We discourage canned pop and candy, as they are limited in nutritional value and can often cause a "let down" which may impede afternoon learning. Anything in a glass container is prohibited.

Playground Procedures - Our basic concern for students on the playground during recess is that they have fun and stay safe. Some guidelines for making our playground a safe place for kids are:

  1. Keep hands and feet off of others and their belongings.
  2. Use ropes for jumping only.
  3. Throw and kick only appropriate play equipment.
  4. Show respect for others.
  5. Use caution when snow and ice are present. No sliding on ice patches. Snowballs cannot be thrown.
  6. Stay off hillsides and fences surrounding the playground.

Big Toy

  1. No running, rough play, or tag on the Big Toy.
  2. If you can't reach it, you can't go on it. (No jumping to high rings or cross bars.)
  3. One direction only on bars.
  4. No jumping on Big Toy anywhere, ever!
  5. One warning only on Big Toy. Child will be asked to leave the Big Toy area after second time of breaking a rule.

Basketball Area

  1. Only play basketball.

Discipline Procedures

  1. Students not following rules will be warned. Second time breaking a rule the student will be asked to stand in a designated area for a period of time.
  2. Students fighting will be escorted directly to the office.
  3. Warning, wall, than a written referral to the office.

Consequences For Inappropriate Behavior

Teacher Level
Each teacher is responsible for setting and teaching his or her students specific expectations for productive behavior in the classroom. Each teacher is also responsible for taking the appropriate steps or corrective actions to resolve problems when they occur. Actions which may be taken include, but are not restricted to, problem solving, classroom detentions, classroom service work, loss of classroom privileges, behavior contracts, and parent contact.

Removal From Class
If a student is non-productive or disruptive to the learning process, the teacher will refer the student to the principal's office. The teacher will notify the office of the reason the child is being removed from class.

Principal Level
While most problems are expected to be resolved at an early stage, if a problem persists and the misbehavior is of a serious nature, the student will be referred to the Principal for disciplinary action.

The teacher is to submit a written or verbal referral indicating the student behavior problem and a summary of previous corrective steps taken before the Principal's assistance is requested.

The Principal will review the student's discipline problem and previous corrective actions with the student and teacher to determine the appropriate level of disciplinary action to be taken. Each step may be repeated as many times as deemed appropriate. Each time a student is sent to the Principal's office with a referral, his/her parents will be notified.

Consequences For Inappropriate Behavior
The initial level of corrective action for each particular violation will be as follows:

Level 1
Classroom disruption
Disrespect toward other students
Consequence example: Classroom or Playground consequences. Parent contact by the classroom teacher.

Level 2
Disrespect of defiance toward adults.
Chronic defiance of a school rule or procedure.
Stealing or damaging personal or school property.
Consequence example: Classroom or Playground consequences. Parent contact by office personnel.

Level 3
Excessive violations of Levels 1 and 2.
Consequence example: Parent contact by office personnel. Referral to the Principal.

Level 4
Dangerous violation of a school rule or procedure.
Causing harm to self or another (fighting).
Tobacco, alcohol and other substance use or possession.
Consequence example: Parent contact by office personnel. Referral to the Principal. Short term (1-10 days) suspension.

Level 5
Possession of any type of weapon.
Threatening the safety or well being of others.
Consequence example: Parent contact by office personnel. Referral to the Principal. Long term (11+ days) suspension or expulsion.
Students who damage school property or the property of others will be held accountable for restitution.
